Mohd Kamal Mokhtar was born in Singapore in the year 1967.He has been involved in the field of education for more than 9 years. He received his secondary education at Raffles Institution and post secondary education at St Andrew’s Junior College. He graduated with a Bachelor of Science Degree in Zoology and Botany from the National University of Singapore in 1991. He later pursued his other interest and obtained a Diploma in Arabic Language from Medina Islamic University ( Kingdom of Saudi Arabia ) and went on to pursue his second degree with Bachelor of Arts ( Honours ) in Islamic Studies and Traditions and graduated from the same university in 1997. At present, he is attending the “Shariah Advisor Training Program” which is co-organised by the Association of Islamic Teachers and Scholars of Singapore ( PERGAS ) and International Institute of Islamic Finance ( IIIF ) which is based in Kuala Lumpur. This course is geared in training Islamic Scholars to be proficient in becoming Shariah Advisors to Financial Institutions and Commercial Banks.

He has served on the board of Madrasah Al-Irsyad ( A private religious school in Singapore ) for 3 years. His views has been sought and broadcast in radio Warna in programmes like “ Apa Kata Anda” ( What say you ? ), “ Menyusur Jejak” ( Following the Footsteps ), “ I, Melayu Barukah ?”( Am I the new Malay ? ) and “ Minit Sehari”( A minute a day ). In 2005, he was appointed by Islamic Religious Council of Singapore ( MUIS ) to be the Chairman of Masjid Ahmad ( Ahmad Mosque ) which is located in South Buona Vista, Lorong Sarhad, Singapore. He was also one of the panel selected by MUIS in the Review of MUIS Halal Certification Standards in 2005. In 2006, he was appointed by MUIS to be a member of the Appeal Board that relooks into the divorce cases that has been decided by the Shariah Court. 
 
Mohd Kamal Mokhtar is involved in youth programmes and teaches and/or delivers lectures in English, Malay or Arabic, being equally conversant in all 3 languages. He is currently among a panel of Khatib ( Delivers Sermons ) who are invited by mosques in Singapore to deliver Friday sermons in English.
His forte is in the curriculum development. He is proficient in the development of curriculum from basic to advanced levels, development of the Understanding Islam programme for Youths and Adults and is responsible for the development of Children’s programme and the training of teachers.
